State Department Plans to Trim 3,400 U.S. Staff in Restructuring Effort

Layoffs and resignations will address redundancy and trim down several bureaus.

The State Department is implementing a major internal restructuring that will result in more than 3,400 U.S.-based staff departures through layoffs or resignations, including bureaus that oversee Asia, the Middle East, and the office of Secretary of State Marco Rubio. The reorganization, set to conclude by July 1, seeks to reduce redundancy, consolidate overlapping functions, and cut down what leadership describes as bureaucratic overgrowth.

The most affected divisions included Foreign Assistance and Humanitarian Affairs, Economic Growth, Energy and Environment, and Management where nearly 1,700 roles will be eliminated through layoffs or agreed departures.

“Reductions will principally affect non-core functions, duplicative or redundant offices, and offices where considerable efficiencies may be found from centralization or consolidation of functions and responsibilities,” the department said.

Some offices, such as the Civilian Security, Human Rights and Democracy Bureau, will be dissolved entirely due to concerns over politicization. Secretary Rubio defended the cuts as necessary to streamline operations in line with the president’s goals for a leaner federal bureaucracy.
